The Regulation Amending the Regulation on the Trade of Second-Hand Motor Land Vehicles (“Regulation”) has been promulgated in the Official Gazette dated 15.08.2020.
Pursuant to the Regulation, businesses are required to obtain a license to trade second-hand motor land vehicles. It is set out in the Regulation that the sale of more than three second-hand motor vehicles in a calendar year, either directly or through intermediation, is regarded as second-hand motor vehicle trade unless otherwise agreed by the Ministry of Commerce.
Article 13 of the Regulation sets out the obligations that must be complied in the scope of announcements regarding the sales of second-hand motor land vehicles.
As per the Regulation, natural and legal persons who mediate advertising on the internet for the trade of second-hand motor land vehicles should also check the authorization documents of the businesses and not allow the membership of those without an authorization certificate.
